The road to democracy thus may not initially be democratic. In this perspective, the author examines the experience of a small number of African countries which--under the guidance of energetic new leaders--have turned the corner away from conflict and economic disintegration and are now pursuing economic and political reform and assertive foreign policies that have made them into important regional players. Uganda, Ethiopia, and Eritrea--countries long synonymous with war and economic chaos--are now among the most dynamic on the continent. Yet these countries' new leaders refuse to carry out the democratic reforms favored by the U.S., arguing that such measures would cause more conflict. Can this process eventually lead to democracy or is it bound to restart a vicious circle of authoritarianism and economic decay? And can the U.S. influence the change, while accepting that the process is bound to be long and complex? These questions will confront the U.S. with increasing frequency in coming years. As the countries where democratic transformation was easiest move forward toward consolidation, policy makers will be forced to deal with those countries where democratic change is more complex.

These early topics, interpretations, and scholarly networks are dramatically different in these writings from those of Mead as a mature scholar. They demonstrate that he was clearly making a transition from psychology to social psychology at a time when the latter was in its infancy. Mary Jo Deegan, a world-renowned Meadian scholar has comprehensively edited this volume, footnoting now obscure references and authors. Her introduction explains how this previously lost manuscript affects contemporary Meadian scholarship and how it reflects the city and times in which he lived. Government support varied in response to shifting attitudes of officials and the public toward American art, ranging from avid admiration at the turn of the twentieth century to a tepid response and an almost total withdrawal of funding a generation later in favor of European masterworks. For decades the museum followed scientific organizational principles in exhibitions and collection strategies. Far into the twentieth century, accessions remained tied to nineteenth-century figurative art, reflecting the strength and influence of anthropology and biological sciences at the Smithsonian. A key breakthrough for modern art came in 1964 with the appointment of Smithsonian secretary Dillon Ripley, a scientist who strongly promoted the an side of the institution. With renewed support for expanding the collection and programs, themuseum moved in 1968 to its present location in the Patent Office Building. In recounting the history of the museum from 1846 to 1980, Fink unravels the various levels of institutional authority, power, governance, and bureaucracy and shows how people at each level influenced the fortunes of the collection. She also places changing concepts of art and museum practice in the context of national ideals and Washington realities.

The author recounts spectacular recent sightings, such as over Allende, Mexico, in 1969, when a fireball showered the region with four tons of fragments, and the twenty-six pound meteor that went through the trunk of a red Chevy Malibu in Peekskill, New York, in 1992 (the meteor was subsequently sold for $69,000 and the car itself fetched $10,000). But meteors are not the greatest threat to life on earth, the author points out. The major threats are asteroids andcomets. The reader discovers that astronomers have located some 350 NEAs ("Near Earth Asteroids"), objects whose orbits cross the orbit of the earth, the largest of which are 1627 Ivar (6 kilometers wide) and 1580 Betula (8 kilometers). Indeed, we learn that in 1989, a bus-sized asteroid called Asclepius missed our planet by 650,000 kilometers (a mere six hours), and that in 1994 a sixty-foot object passed within 180,000 kilometers, half the distance to the moon. Comets, of course, are even more deadly. Verschuur provides a gripping description of the small comet that exploded in the atmosphere above the Tunguska River valley in Siberia, in 1908, in a blinding flash visible for several thousand miles (every tree within sixty miles of ground zero was flattened). He discusses Comet Swift-Tuttle--"the most dangerous object in the solar system"--a comet far larger than the one that killed off the dinosaurs, due to pass through earth's orbit in the year 2126.
