But the three-way race between Robert Stephenson's "Rocket, " Timothy Harworth's "Sans Pareil, " and the crowd favorite, John Braithwaite and John Ericson's "Novelty, " astonished the gathered crowds. The unfamiliar clank of machinery, huge billows of steam, and unprecedented speeds of thirty miles per hour thrilled the crowds during the trials'carnival-like atmosphere. The "Rocket" won the competition, though it had been claimed that the machine was not the superior locomotive. "Rail, Steam, and Speed" explains why and offers an absorbing account of the trials, people, and science that gave birth to steam locomotion. The purpose of the trials had been to find a locomotive that could maintain a speed of ten miles per hour for a round trip totaling thirty-five miles, the distance separating Liverpool and Manchester, which were soon to be linked by the world's first passenger railway. But what was achieved during those nine days became a benchmark of the Industrial Revolution. Bringing the excitement of this great drama to life, Christopher McGowan introduces us to such pioneers as George Stephenson, who started as a colliery boy and finished as the father of the railways; John Ericsson, a Swedish Army officer who invented a new kind of locomotive in England but spent most of his life in the United States, where he built the "Monitor" for the Union Navy; and Richard Trevithick, whose eleven-year adventure in South America included winning and losing several fortunes, deserting Bolivar's army, and escaping the jaws of a crocodile. He encountered George Stephenson's son Robert in a Colombian hotel in one of the most bizarre meetings of the age. But the real stars are the locomotives themselves. McGowan shows how locomotives work and how they were developed -- from the gargantuan beam engines condensing low-pressure steam inside enormous cylinders to the small, high-pressure-driven engines of the maverick miner Trevithick. He adapted the engines to power road carriages, but atrocious roads led him to build an engine that could run on rails. And so was born the world's first steam locomotive and modern transportation.

In "Romance in the Ivory Tower, " Paul Abramson takes aim at university policies that forbid relationships between faculty members and students. He argues provocatively that the issue of faculty-student romances transcends the seemingly trivial matter of who sleeps with whom and engages our fundamental constitutional rights. By what authority, Abramson asks, did the university become the arbiter of romantic etiquette among consenting adults? Do we, as consenting adults, have a constitutional right to make intimate choices as long as they do not cause harm? Abramson contends that we do, and bases this claim on two arguments. He suggests that the Ninth Amendment (which states that the Constitution's enumeration of certain rights should not be construed to deny others) protects the "right to romance." And, more provocatively, he argues that the "right to romance" is a fundamental right of conscience--as are freedom of speech and freedom of religion. Campus romances happen. The important question is not whether they should be encouraged or prohibited but whether the choice to engage in such a relationship should be protected or precluded. Abramson argues ringingly that our freedom to make choices--to worship, make a political speech, or fall in love--is fundamental. Rules forbidding faculty-student romances are not only unconstitutional but set dangerous precedents for further intrusion into rights of privacy and conscience.

In recent years, their respective governments had conducted diplomacy in the shadow of those nuclear suspicions. India and Pakistan have fought three wars since becoming independent in 1947 and their relations remain tense, especially over the disputed border region of Kashmir. Hagerty presents detailed studies of the January 1987 Indo-Pakistani crisis, precipitated by India's "Brasstacks" military exercises, and the 1990 confrontation over Kashmir. He finds that the two countries nearly went to war in the "Brasstacks" crisis, at least partly because Pakistan's nuclear capability remained nascent. In the 1990 crisis, however, both countries were aware of the possibility of nuclear escalation and acted more cautiously. Hagerty finds little evidence of preparations for preemptive nuclear strikes in the 1990 crisis. Instead, India and Pakistan appear to have embraced the logic of nuclear deterrence. Hagerty concludes that relations between India and Pakistan in recent years support the argument that nuclear proliferation does not necessarily destabilize international relations and may even reduce the risk of war. This conclusion is grounds for optimism about peace in South Asia now that India and Pakistan are overt nuclear-weapons states.

Admittedly, it is one that had within it the seeds of its own potential destruction-the vicious circle of growing welfare dependency, increasing state control, deepening poverty, and the emergence of an intractable underclass-that has legitimized calls for the individualization of the social.
