Description : Ramón Beteta was an important figure in Mexican life: politician, Cabinet member, diplomat, economist, professor, journalist. The manuscript of Jarano was found among his papers after his death in 1965 and was published in Mexico in 1966. Jarano, the kind of broad sombrero worn by charros, was the secret nickname—partly disrespectful, partly amused, partly affectionate—which Ramón and his brother gave to their father. Except for part of the last chapter, the book is about Ramón''s childhood and youth: sketches of family life, school experiences, a trip to Veracruz, and incidents of the Revolution. Beteta brought to these reminiscences the skills of the short story writer, making superb use of dialogue, descriptive details, characterization, and mood. For a small book, the range of emotions is unusually wide, from the comedy of an evening meal to which Jarano has come home drunk to the tragedy of the indio and his wife in the chapter entitled San Vicente Chicoloapan—a chapter that gives more of the feel of the Revolution than do many longer works.

Description : In 1845 Texans voted overwhelmingly to join the Union. They voted just as overwhelmingly to secede in 1861. The story of why and how that happened is filled with colorful characters, such as the aged Sam Houston, and with the southwestern flavor of raiding Comanches, German opponents of slavery, and a border with Mexico.Texas was unique among the seceding states because of its ambivalence toward secession. Yet for all its uniqueness the story of the secession of Texas has broad implications for the secession movement in general. Despite the local color and the southwestern nature of the state, Texas was more southern than western in 1860. Texans supported the Union or insisted upon secession for reasons common to the South and to the whole nation. Most Texans in 1860 were recent immigrants from southern and border states. They still thought and acted like citizens of their former states. The newness of Texas then makes it a particularly appropriate place from which to draw conclusions about the entire secession movement.Secession and the Union in Texas is both a narrative of secession in Texas and a case study of the causes of secession in a southern state. Politics play a key role in this history, but politics broadly defined to include the influence of culture, partisanship, ideology, and self-interest. As any study of a mass movement carried out in tense circumstances must be, this is social history as well as political history. It is a study of public hysteria, the pressure for consensus, and the vanishing of a political process in which rational debate about secession and the Union could take place.Although relying primarily on traditional sources such as manuscript collections and newspapers, a particularly rich source for this study, the author also uses election returns, population shifts over the course of the 1850s, and the breakdown of population within Texas counties to provide a balanced approach.These sources indicate that Texans were not simply secessionists or unionists. At the end of 1860 Texans ranged from ardent secessionists to equally passionate supporters of the Union. But the majority fell in between these two extremes, creating an atmosphere of ambivalence toward secession which was not erased even by the war.

Second, the analysis seeks out factors that condition land use, not just locally, but as part of a larger system that includes influences of the market and the impact of nationalist agrarian policy. Thus, the author examines land inheritance patterns and food production, as well as the interethnic relations in the region in which Indians are subordinate to mestizos. He discusses in detail corn farming, craft specialization, wage labor, and Indian colonization efforts under the Mexican ejido—all factors that directly affect land use and are thus part of the environment in highland Chiapas.The study is unique in its use of previously inaccessible historical source material and its use of novel methodological aids. Aerial photography was used in data collection, and the computer was used in ethnographic census analysis. The result is a book that reveals the Indian groups of Chiapas as apparent enclaves whose ethnicity is a dynamic, adaptive response to their position of marginal dependency. While their plight is extreme, it is nevertheless structurally similar to the position of ethnic groups in most large social systems.

C. Harvey Gardiner, as teacher, scholar, and writer, had long been interested in Latin American history generally and Mexican history in particular. During World War II, from 1942 to 1946, he served with the U.S. Navy. As he relates: One day in early autumn 1945, while loafing on the bow of a naval vessel knifing its way southward in the Pacific a few degrees north of the Equator, my thoughts turned to the naval side of the just-ended conflict, and in time the question emerged, ''I wonder how the little ships and the little men will fare in the eventual record?'' Then, because I was eager to return to my civilian life of pursuit of Latin American themes, the concomitant question came: ''I wonder what little fighting ships and minor men of early Latin America have been consigned to the oblivion of historical neglect?'' As I began later to rummage my way from Columbus toward modem times, I seized upon the Mexican Conquest as the prime period with pay dirt for the researcher in quest of the answer to that latter question.

He argues that the narrative ethics of resistance within the Chicano/a canon is actually complemented by ethics of persistence and transformation that imagine cultural differences within the United States as participatory and irreducible to simple oppositions. To demonstrate these alternative ethics, Hamilton adapts the methodology of cognitive mapping; that is, he treats the chosen fictional texts as mental maps that are constructed around and communicative of the narrative''s ethics. As he reads these cognitive maps, which envision Chicano/a culture as being part of U.S. society rather than as resistant and separate, Hamilton asserts that the authors'' conception of cultural difference speaks more usefully to current sociopolitical debates, such as those about gay marriage and immigration reform, than does the traditional resistant paradigm.

This study of the Tehuacán Valley in the state of Puebla highlights different strategies to manipulate the local implementation of federal government programs. With their very differing successes in the struggle to regain and maintain control of land and water rights, these strategies raise important questions about the meaning of the phrase locally controlled development.Because Mexico is dependent on irrigation for 45 percent of its cash crop production, national policy has focused on developing vast government controlled and financed irrigation systems. In the Tehuacán Valley, however, the inhabitants have developed a complex irrigation system without government aid or supervision. Yet, in contrast to most parts of Mexico, water rights can be bought and sold as a commodity, leading to accumulation, stratification, and emergence of a regional elite whose power is based on ownership of land and water. The analysis provides an important contribution to the understanding of local control.The findings of this study will be important to a wide audience involved in the study of irrigation, local agricultural systems, and the interplay between local power structures and the national government in developing countries. The book also presents unique material on gravity-fed, horizontal wells, known as qanat in the Middle East, which had been unknown in the literature on Latin America before this book.

For this reason, and in order to evaluate the Brazilian reform experience within its total context (social, economic, and political), Lawrence S. Graham develops a broad conceptual framework. His focus is on the years between 1945 and 1964, a period which allowed a relatively free play of political forces but, ironically, produced a diminution in the success of the reform efforts when compared with the authoritarian governments which preceded and followed it. After a comparative consideration of the public administration theories behind the reform movement, Graham examines this period in terms of the political environment, the functions of political patronage, and the influences of a nascent national party. Finally, he juxtaposes the conditions and course of the Brazilian reform experience with those of the United States and Great Britain.Graham’s study of the Brazilian example, which does not pass judgment on the prevailing public personnel system, reveals the importance of understanding the total cultural context within which administrative principles are put into practice.
