Description : On July 14, we publicly released our report on FAA''s $2.1 billion En Route Automation Modernization (ERAM) Program which is to replace FAA''s existing air traffic control system for high altitude air traffic. We found that FAA can take steps now to reduce risk with ERAM while the program is on track. Specifically, we recommended that FAA: (1) maximize the use of fixed price agreements, (2) withhold incentive payments to the prime contractor until the system meets the Government''s criteria, (3) defer work on software development for additional capabilities that have yet to be defined or priced, (4) examine ways to reduce life cycle costs by relying on fewer central computers, and (5) bolster security assessments of ERAM by including staff with operational experience and updating mitigation plans for protecting critical assets.

Description : We issued an audit report on the Motor Carrier Safety Status Measurement System (SafeStat) -a database used to target truck and bus companies for safety inspections and enforcement activities-in response to a request Rep. Thomas E. Petri, chairman of the House Transportation and Infrastructure Highways and Transit Subcommittee. We found that the SafeStat model needs to be revalidated because of changes since the 1998 study supporting the model''s validity. We also found significant weaknesses in the SafeStat data reported by states and motor carriers and with FMCSA''s processes for correcting and disclosing data problems.

Description : The N aquifer is an extensive aquifer and the primary source of groundwater in the 5,400-square-mile Black Mesa area in northeastern Arizona. Availability of water is an important issue in northeastern Arizona because of continued water requirements for industrial and municipal use by a growing population and because of low precipitation in the arid climate of the Black Mesa area, which is typically about 6 to 14 inches per year. The U.S. Geological Survey water-monitoring program in the Black Mesa area began in 1971 and provides information about the long-term effects of groundwater withdrawals from the N aquifer for industrial and municipal uses. This report presents results of data collected as part of the monitoring program in the Black Mesa area from January 2007 to September 2008. The monitoring program includes measurements of (1) groundwater withdrawals, (2) groundwater levels, (3) spring discharge, (4) surface-water discharge, and (5) groundwater chemistry. In 2007, total groundwater withdrawals were 4,270 acre-feet, industrial withdrawals were 1,170 acre-ft, and municipal withdrawals were 3,100 acre-ft. Total withdrawals during 2007 were about 41 percent less than total withdrawals in 2005. From 2006 to 2007, however, total withdrawals increased by 4 percent, industrial withdrawals decreased by approximately 2 percent, and total municipal withdrawals increased by 7 percent. From 2007 to 2008, annually measured water levels in the Black Mesa area declined in 6 of 11 wells measured in the unconfined areas of the N aquifer, and the median change was -0.2 feet. Water levels declined in 9 of 18 wells measured in the confined area of the aquifer. The median change for the confined area of the aquifer was -0.2 feet. From the prestress period (prior to 1965) to 2008, the median water-level change for 33 wells in both the confined and unconfined area was -12.9 feet. Description : Oil spillage from natural sources is very common in the waters of southern California. Active oil extraction and shipping is occurring concurrently within the region and it is of great interest to resource managers to be able to distinguish between natural seepage and anthropogenic oil spillage. The major goal of this study was to establish the geologic setting, sources, and ultimate dispersal of natural oil seeps in the offshore southern Santa Maria Basin and Santa Barbara Basins. Our surveys focused on likely areas of hydrocarbon seepage that are known to occur between Point Arguello and Ventura, California. Our approach was to 1) document the locations and geochemically fingerprint natural seep oils or tar; 2) geochemically fingerprint coastal tar residues and potential tar sources in this region, both onshore and offshore; 3) establish chemical correlations between offshore active seeps and coastal residues thus linking seep sources to oil residues; 4) measure the rate of natural seepage of individual seeps and attempt to assess regional natural oil and gas seepage rates; and 5) interpret the petroleum system history for the natural seeps. To document the location of sub-sea oil seeps, we first looked into previous studies within and near our survey area. We measured the concentration of methane gas in the water column in areas of reported seepage and found numerous gas plumes and measured high concentrations of methane in the water column. The result of this work showed that the seeps were widely distributed between Point Conception east to the vicinity of Coal Oil Point, and that they by in large occur within the 3-mile limit of California State waters. Subsequent cruises used sidescan and high resolution seismic to map the seafloor, from just south of Point Arguello, east to near Gaviota, California. Description : This report presents the data used to assess geomorphic adjustment of streams over time and to changing land-use conditions. Thirty-seven U.S. Geological Survey streamgages were selected within the Piedmont physiographic region of Georgia. Width, depth, stage, and discharge data from these streams were analyzed to assess channel stability and determine if systematic adjustments of channel morphology could be related to time or land use and land cover. Residual analyses of stage-discharge data were used to infer channel stability, which could then be used as an indicator of habitat stability. Streamgages, representing a gradient of urbanization, were selected to test hypotheses regarding stream stability and adjustment to urban conditions. Results indicate that 14 sites exhibited long-term channel stability, 11 were degrading, 6 were aggrading, and 6 showed variability in response over the study period.

Description : Beulah Reservoir on the north fork of the Malheur River in northeastern Oregon provides irrigation water to nearby farms and ranches and supports an adfluvial population of bull trout (Salvelinus confluentus), which are listed as threatened under the Endangered Species Act. Water management in Beulah Reservoir results in seasonal and annual fluctuations of water volume that may affect forage availability for bull trout. Because no minimum pool requirements currently exist, the reservoir is occasionally reduced to run-of-river levels, which may decimate forage fish populations and ultimately affect bull trout. We sampled fish and aquatic insects in Beulah Reservoir in the spring, before the annual drawdown of 2006, and afterward, in the late fall. We also collected samples 1.5 years after the reservoir was dewatered for three consecutive summers. Overall, the moderate drawdown of 2006 (32 percent of full pool) did not drastically alter the fish community in Beulah Reservoir. We did document, however, decreases in abundance and sizes of chironomids in areas of the reservoir that were frequently dewatered, increased catch rates of fish with gillnets, and decreases in population estimates for smaller fishes after drawdown. In 2006, after the dewaterings of 2002-04, species composition was similar to that prior to the dewaterings, but the size distributions of most species were biased toward small juvenile or subyearling fishes and larger fishes were rare. Our results indicate that repeated reservoir drawdown reduces aquatic insect forage for bull trout and probably affects forage fish populations at least temporarily. The high catch rates of juvenile fishes 1.5 years after consecutive dewaterings suggests good reproductive success for any remaining adult fish, and shows that the fish community in Beulah Reservoir is resilient to such disturbances. Summer drawdowns in the reservoir could affect forage fish production and overwintering bull trout. To assess the impacts of drawdown, we sampled fish, invertebrates, and water-quality variables seasonally during 2006-08. In 2006, the summer drawdown was about 68 percent of full pool, which was less than a typical drawdown of 85 percent. We detected few changes in pelagic invertebrate densities, and catch rates, abundance, and sizes of fish when comparing values from spring to values from fall. We did note that densities of benthic insects in areas that were dewatered annually were lower than those from areas that were not dewatered annually. In 2007, the drawdown was 100 percent (to run-of-river level) and resulted in decreases in abundance of invertebrates as much as 96 percent, decreases in catch rates of fish as much as 80 percent, decreases in abundance of redside shiners (Richardsonius balteatus) and northern pikeminnow (Ptychocheilus oregonensis) as much as 93 percent, and decreased numbers of small fish in catches. In the fall 2007, we estimated the total biomass of forage fish to be 76 kilograms, or about one-quarter of total biomass of forage fish in 2006. Bioenergetics modeling suggested that ample forage for about 1,000 bull trout would exist after a moderate drawdown, but that forage remaining after a complete dewatering would not be sufficient for a population one-fifth the size. Our results indicate that drawdowns in Beulah Reservoir affect the aquatic community and perhaps the health and well-being of bull trout. The severity of effects depends on the extent of drawdown, population size of bull trout, and perhaps other factors.

Description : Puget Sound is the second largest estuary in the United States. Its unique geology, climate, and nutrient-rich waters produce and sustain biologically productive coastal habitats. These same natural characteristics also contribute to a high quality of life that has led to a significant growth in human population and associated development. This population growth, and the accompanying rural and urban development, has played a role in degrading Puget Sound ecosystems, including declines in fish and wildlife populations, water-quality issues, and loss and degradation of coastal habitats. In response to these ecosystem declines and the potential for strategic large-scale preservation and restoration, a coalition of local, State, and Federal agencies, including the private sector, Tribes, and local universities, initiated the Puget Sound Nearshore Ecosystem Restoration Project (PSNERP). The Nearshore Science Team (NST) of PSNERP, along with the U.S. Geological Survey, developed a Science Strategy and Research Plan (Gelfenbaum and others, 2006) to help guide science activities associated with nearshore ecosystem restoration. Implementation of the Research Plan includes a call for State and Federal agencies to direct scientific studies to support PSNERP information needs. In addition, the overall Science Strategy promotes greater communication with decision makers and dissemination of scientific results to the broader scientific community. On November 14-16, 2006, the U.S. Geological Survey sponsored an interdisciplinary Coastal Habitats in Puget Sound (CHIPS) Research Workshop at Fort Worden State Park, Port Townsend, Washington. The main goals of the workshop were to coordinate, integrate, and link research on the nearshore of Puget Sound. Presented research focused on three themes: (1) restoration of large river deltas; (2) recovery of the nearshore ecosystem of the Elwha River; and (3) effects of urbanization on nearshore ecosystems. Description : Few studies have evaluated survival of juvenile salmon over long river reaches in the Columbia River and information regarding the survival of sockeye salmon at lower Columbia River dams is lacking. To address these information gaps, the U.S. Geological Survey was contracted by the U.S. Army Corps of Engineers to evaluate the possibility of using tagged fish released in the Mid-Columbia River to assess passage and survival at and downstream of McNary Dam. Using the acoustic telemetry systems already in place for a passage and survival study at McNary Dam, fish released from the tailraces of Wells, Rocky Reach, Rock Island, Wanapum, and Priest Rapids Dams were detected at McNary Dam and at the subsequent downstream arrays. These data were used to generate route-specific survival probabilities using single-release models from fish released in the Mid-Columbia River. We document trends in passage and survival probabilities at McNary Dam for yearling Chinook and sockeye salmon and juvenile steelhead released during studies in the Mid-Columbia River. Trends in the survival and passage of these juvenile salmonid species are presented and discussed. However, comparisons made across years and between study groups are not possible because of differences in the source of the test fish, the type of acoustic tags used, the absence of the use of passive integrated transponder tags in some of the release groups, differences in tagging and release protocols, annual differences in dam operations and configurations, differences in how the survival models were constructed (that is, number of routes that could be estimated given the number of fish detected), and the number and length of reaches included in the analysis (downstream reach length and arrays). Despite these differences, the data we present offer a unique opportunity to examine the migration behavior and survival of a group of fish that otherwise would not be studied. Description : Numerical flow modeling and analysis of observation-well data at Hidden Dam are carried out to supplement recent geophysical field investigations at the site (Minsley and others, 2010). This work also is complementary to earlier seepage-related studies at Hidden Dam documented by Cedergren (1980a, b). Known seepage areas on the northwest right abutment area of the downstream side of the dam was documented by Cedergren (1980a, b). Subsequent to the 1980 seepage study, a drainage blanket with a sub-drain system was installed to mitigate downstream seepage. Flow net analysis provided by Cedergren (1980a, b) suggests that the primary seepage mechanism involves flow through the dam foundation due to normal reservoir pool elevations, which results in upflow that intersects the ground surface in several areas on the downstream side of the dam. In addition to the reservoir pool elevations and downstream surface topography, flow is also controlled by the existing foundation geology as well as the presence or absence of a horizontal drain in the downstream portion of the dam. The current modeling study is aimed at quantifying how variability in dam and foundation hydrologic properties influences seepage as a function of reservoir stage. Flow modeling is implemented using the COMSOL Multiphysics software package, which solves the partially saturated flow equations in a two-dimensional (2D) cross-section of Hidden Dam that also incorporates true downstream topography. Use of the COMSOL software package provides a more quantitative approach than the flow net analysis by Cedergren (1980a, b), and allows for rapid evaluation of the influence of various parameters such as reservoir level, dam structure and geometry, and hydrogeologic properties of the dam and foundation materials. Description : Grassland birds have undergone widespread decline throughout North America during the past several decades. Causes of this decline include habitat loss and fragmentation because of conversion of grasslands to cropland, afforestation in the East, brush and shrub invasion in the Southwest and western United States, and planting of exotic grass species to enhance forage production. A large number of exotic plant species, including grasses, have been introduced in North America, but most research on the effects of these invasions on birds has been limited to breeding birds, primarily those in northern latitudes. Research on the effects of exotic grasses on birds in winter has been extremely limited. This is the first study in southern Texas to examine and compare winter bird responses to native and exotic grasslands. This study was conducted during a period of six years (2003-2009) on United States Navy facilities in southern Texas including Naval Air Station-Corpus Christi, Naval Air Station-Kingsville, Naval Auxiliary Landing Field Waldron, Naval Auxiliary Landing Field Orange Grove, and Escondido Ranch, all of which contained examples of native grasslands, exotic grasslands, or both. Data from native and exotic grasslands were collected and compared for bird abundance and diversity; ground cover, vegetation density, and floristic diversity; bird and vegetation relationships; diversity of insects and arachnids; and seed abundance and diversity. Effects of management treatments in exotic grasslands were evaluated by comparing numbers and diversity of birds and small mammals in mowed, burned, and control areas. To determine bird abundance and bird species richness, birds were surveyed monthly (December-February) during the winters of 2003-2008 in transects (100 meter ? 20 meter) located in native and exotic grasslands distributed at all five U.S. Navy facilities. Description : This report describes numerical modeling simulations of sand transport and sand budgets for reaches of the Colorado River below Glen Canyon Dam. Two hypothetical Water Year 2011 annual release volumes were each evaluated with six hypothetical operational scenarios. The six operational scenarios include the current operation, scenarios with modifications to the monthly distribution of releases, and scenarios with modifications to daily flow fluctuations. Uncertainties in model predictions were evaluated by conducting simulations with error estimates for tributary inputs and mainstem transport rates. The modeling results illustrate the dependence of sand transport rates and sand budgets on the annual release volumes as well as the within year operating rules. The six operational scenarios were ranked with respect to the predicted annual sand budgets for Marble Canyon and eastern Grand Canyon reaches. While the actual WY 2011 annual release volume and levels of tributary inputs are unknown, the hypothetical conditions simulated and reported herein provide reasonable comparisons between the operational scenarios, in a relative sense, that may be used by decision makers within the Glen Canyon Dam Adaptive Management Program.
