Description : Pursuant to a legislative requirement, GAO reviewed the Air Force''s selection of a source of repair for depot maintenance work at the closing San Antonio Air Logistics Center, focusing on whether: (1) the Air Force''s procedures for conducting the San Antonio competition provided a substantially equal opportunity for the public and private offerors to compete for the work without regard to performance location; (2) procedures for conducting the competition were in compliance with 10 U.S.C. 2469a and other applicable laws and regulations; (3) appropriate consideration was given to factors other than cost; and (4) the award resulted in the lowest total cost to the Department of Defense (DOD) for performance of the work. GAO noted that: (1) the processes used for the San Antonio engine maintenance competition award were reasonable; (2) the competition procedures provided an equal opportunity for public and private competitors without regard to where the work could be performed; (3) the procedures did not deviate in any material respect from applicable laws and regulations; (4) the Air Force appropriately considered factors other than cost in the selection; (5) within the framework set forth for the competition, the award resulted in the lowest total cost to DOD for performance of the work; and (6) GAO also identified several methodological and process issues related to the cost evaluation that, while not materially affecting the selection, may be useful for the Air Force to consider in future competitions.

Description : GAO reviewed the Agency for International Development''s (AID) assistance program to Jamaica. Balance-of-payments assistance through Economic Support Fund and P.L. 80-480 programs can contribute to development. AID can influence Jamaican economic policies by making assistance conditional on implementation of reforms to encourage private sector and overall economic growth. GAO found that AID has generally not achieved substantial policy reforms. Mission officials believe that it is important to follow through with the AID plan to link assistance to implementation of policy reforms. Foreign exchange provided to Jamaica is intended to finance imports needed by the private sector to increase production and employment. With an improved monitoring process, GAO believes that AID could encourage Jamaica to increase productive imports from the United States. While AID requires that Jamaica provide local currency equivalent to the value of U.S. balance-of-payments assistance for agreed upon development projects and purposes, AID relies upon the Government of Jamaica to select up to 90 percent of the projects which will receive local currency. GAO believes that AID could assume a more active role in identifying and proposing development projects to receive local currency. Further, AID does not plan to perform on-site monitoring of local currency projects to ensure that budget funds are in fact provided for agreed upon purposes or to determine whether projects are progressing adequately.

Description : This year we were able to further the NIRSS program by re-writing the data ingest and display code from LabVIEW to C++ and Java. This was leveraged by a University of Colorado Computer Science Department Senior Project. The upgrade made the display more portable and upgradeable. Comparisons with research aircraft flights conducted during AIRS-2 were also done and demonstrate reasonable skill in determining cloud altitudes and liquid water distribution. Improvements can still be made to the cloud and liquid logic. The icing hazard index was not evaluated here since that represents work in progress and needs to be made compatible with the new CIP-Severity algorithm. CIP is the Current Icing Potential product that uses a combination decision tree/fuzzy logic algorithm to combine numerical weather model output with operational sensor data (NEXRAD, GOES, METARs and voice pilot reports) to produce an hourly icing diagnosis across the CONUS. The new severity algorithm seeks to diagnose liquid water production through rising, cooling air, and depletion by ice processes. The information used by CIP is very different from that ingested by NIRSS but some common ground does exist. Additionally, the role of NIRSS and the information it both needs and provides needs to be determined in context of the Next Generation Air Traffic System (NGATS). The Weather Integrated Products Team has a plan for an Initial Operating Capability (IOC) to take place in 2012. NIRSS is not explicitly a part of that IOC but should be considered as a follow-on as part of the development path to a 2025 full capability.

Description : Tight budgets and high inflation make it essential that Government agencies obtain the greatest output possible from their resources. In order to achieve productivity improvement, agencies need an effective productivity measurement system. The Defense Logistics Agency (DLA) has one of the best-designed measurement systems in the Government. Thus, a study was undertaken concerning the adequacy of efforts by DLA to use productivity and work measurement data in budgeting and staff management. In reviewing the productivity measurement system of DLA, GAO found that DLA does not derive full benefits from the system because it fails to use data based on productivity and work measures in budgeting. Moreover, DLA barely uses such data for other management purposes. Additionally, limited management attention to the system has caused deficiencies which affect its credibility and use. Further, GAO found that budget review authorities are not requesting or using productivity data where such measurements were possible. Although some of the problems that DLA has which affect the productivity measurement system''s usage could be corrected by the new work standards program of DLA, the program currently has serious management weaknesses which affect data credibility.

GAO found that: (1) DFA provided a stable source of development assistance funding for sub-Saharan Africa; (2) total U.S. economic assistance in Africa was lower in fiscal year (FY) 1990 than in FY 1987 due to decreases in other types of economic assistance, such as economic support funds and food aid; (3) consistent with congressional guidance, AID concentrated DFA resources in African countries that demonstrated a willingness to undertake economic policy reforms; (4) an exemption from Buy-American procurement source rules did not lead to major improvements in project management, since AID did not permit missions to take full advantage of it; (5) the absence of functional accounts improved needs-based planning and encouraged AID deobligation of funds in marginal projects; and (6) AID did not adequately describe appropriate evaluation approaches and techniques for missions to use in analyzing relevant baseline and monitoring data, or methods for evaluating the sustainability of DFA programs and projects.

Description : A lunar regolith simulant dust sample (JSC-1a) supported on a silica wafer (SiO2/Si(111)) has been characterized by scanning electron microscopy (SEM), energy dispersive x-ray spectroscopy (EDX), and Auger electron spectroscopy (AES). The adsorption kinetics of water has been studied primarily by thermal desorption spectroscopy (TDS) and also by collecting isothermal adsorption transients. The support has been characterized by water TDS. JSC-1a consists mostly of aluminosilicate glass and other minerals containing Fe, Na, Ca, and Mg. The particle sizes span the range from a few microns up to 100 microns. At small exposures, H2O TDS is characterized by broad (100 to 450 K) structures; at large exposures distinct TDS peaks emerge that are assigned to amorphous solid water (145 K) and crystalline ice (165 K). Water dissociates on JSC-1a at small exposures but not on the bare silica support. It appears that rather porous condensed ice layers form at large exposures. At thermal impact energies, the initial adsorption probability amounts to 0.92+/-0.05.

Description : The conditions required for a cohesive zone model (CZM) to predict a failure load of a cracked structure similar to that obtained by a linear elastic fracture mechanics (LEFM) analysis are investigated in this paper. This study clarifies why many different phenomenological cohesive laws can produce similar fracture predictions. Analytical results for five cohesive zone models are obtained, using five different cohesive laws that have the same cohesive work rate (CWR-area under the traction-separation curve) but different maximum tractions. The effect of the maximum traction on the predicted cohesive zone length and the remote applied load at fracture is presented. Similar to the small scale yielding condition for an LEFM analysis to be valid. the cohesive zone length also needs to be much smaller than the crack length. This is a necessary condition for a CZM to obtain a fracture prediction equivalent to an LEFM result.

GAO found that: (1) to minimize risks, the Air Force used a two-phased acquisition approach, used a contract incentive to enhance contractor performance and cooperation, retained key Air Force personnel to build program continuity, and involved ATS end-users to make certain that ATS would meet their needs; (2) the Air Force estimated that ATS would cost approximately $400 million if it exercised all contract options; (3) costs have exceeded budgeted amounts since March 1991 for the first two contract options, and if the overrun continues, cost overruns could research 30 percent, raising the cost of those options to $94 million; and (4) the Air Force did not require separate independent verification and validation for ATS software, since software failure would not cause death or personnel injury, primary mission failure, or catastrophic equipment loss or damage.

Description : Establishing the geometry of foam cells is useful in developing microstructure-based acoustic and structural models. Since experimental data on the geometry of the foam cells are limited, most modeling efforts use the three-dimensional, space-filling Kelvin tetrakaidecahedron. The validity of this assumption is investigated in the present paper. Several FeCrAlY foams with relative densities varying between 3 and 15 percent and cells per mm (c.p.mm.) varying between 0.2 and 3.9 c.p.mm. were microstructurally evaluated. The number of edges per face for each foam specimen was counted by approximating the cell faces by regular polygons, where the number of cell faces measured varied between 207 and 745. The present observations revealed that 50 to 57 percent of the cell faces were pentagonal while 24 to 28 percent were quadrilateral and 15 to 22 percent were hexagonal. The present measurements are shown to be in excellent agreement with literature data. It is demonstrated that the Kelvin model, as well as other proposed theoretical models, cannot accurately describe the FeCrAlY foam cell structure. Instead, it is suggested that the ideal foam cell geometry consists of 11 faces with 3 quadrilateral, 6 pentagonal faces and 2 hexagonal faces consistent with the 3-6-2 cell.

Description : The Department of Defense (DOD) budgets billions of dollars each year to purchase and repair the spare parts needed to maintain its weapons systems and support equipment. The quality of the spare parts can greatly determine if the Department''s investment of funds is effective, efficient, and economical. This report examines the Navy''s Product Quality Deficiency Reporting Program and the extent to which the program has gathered the data needed for the analysis, correction, and prevention of deficiencies in spare parts. GAO found that data on parts defects identified at the time of installation were underreported. Data on parts that failed after some operation but before their expected design life were not collected as part of this program. In the quality reports GAO reviewed, some key information was omitted on the cause of the parts'' failures and some reports did not identify who was responsible for the defects. To a large extent, the program''s ineffectiveness can be attributed to lack of management, limited training and incentives to report deficiencies, and competing priorities for the staff resources needed to carry out the program.

Description : As NASA moves towards developing technologies needed to implement its new Exploration program, studies conducted for Apollo in the 1960''s to understand the rollover stability of capsules landing are being revisited. Although rigid body kinematics analyses of the roll-over behavior of capsules on impact provided critical insight to the Apollo problem, extensive ground test programs were also used. For the new Orion spacecraft being developed to implement today''s Exploration program, new air-bag designs have improved sufficiently for NASA to consider their use to mitigate landing loads to ensure crew safety and to enable re-usability of the capsule. Simple kinematics models provide only limited understanding of the behavior of these air bag systems, and more sophisticated tools must be used. In particular, NASA and its contractors are using the LS-Dyna nonlinear simulation code for impact response predictions of the full Orion vehicle with air bags by leveraging the extensive air bag prediction work previously done by the automotive industry. However, even in today''s computational environment, these analyses are still high-dimensional, time consuming, and computationally intensive. To alleviate the computational burden, this paper presents an approach that uses deterministic sampling techniques and an adaptive response surface method to not only use existing LS-Dyna solutions but also to interpolate from LS-Dyna solutions to predict the stability boundaries for a capsule on airbags. Results for the stability boundary in terms of impact velocities, capsule attitude, impact plane orientation, and impact surface friction are discussed.

Description : The 1997 peer review of the Department of Defense (DOD) Inspector General (IG) done by the Environmental Protection Agency IG resulted in a qualified opinion. The peer review report questioned the quality assurance system used by the DOD IG and said that the reviewed audits did not fully comply with Government Auditing Standards. The 2000 peer review done by the Department of the Treasury IG for Tax Administration (TIGTA) also resulted in a unqualified opinion. Although TIGTA cited several problems, the peer review report concluded that the quality assurance system used by the DOD IG reasonably ensured compliance with auditing standards. However, after the peer review had been completed, a letter was sent to Congress, the press, and others questioning the integrity of the documentation that the DOD IG provided to the TIGTA peer review staff. A DOD IG internal investigation later confirmed that the work papers for one of the audits chosen for peer review had been altered and destroyed. The report concluded that these actions violated Government Auditing Standards, internal DOD IG audit policies, and the expectations of the external peer review staff. TIGTA then withdrew its 2000 peer review opinion and issued a disclaimer of opinion in May 2001, stating that it was unable to determine whether the substantiated allegations would materially affect the DOD IG''s system of quality control. As a result, the DOD IG failed to meet the requirement that it obtain a peer review at least once every three years. The DOD IG began qualifying its audit reports to explain its lack of compliance with the peer review requirements set forth in Government Auditing Standards. The 2001 peer review done by the Department of Health and Human Services IG similarly resulted in a qualified opinion. The 2001 peer review report said that the DOD IG''s quality assurance system needs improvement and that audits were not always in compliance with Government Auditing Standards.

Description : Pursuant to a congressional request, GAO reviewed the Department of State's staffing at overseas posts, focusing on: (1) the process used by State to determine how many of its U.S. diplomatic personnel are needed at each location; (2) State's efforts to improve this process; and (3) the process State used to identify the 17 posts closed in 1993 and 1994. <br /> GAO found that: (1) State does not use an objective, quantifiable methodology based on U.S. foreign policy priorities for determining the number of personnel needed at overseas posts; (2) using a rank ordering of posts could ensure that lower-ranked posts do not have more staff than needed; (3) senior State officials have acknowledged that the personnel management and allocation process does not adequately link personnel resources with policy priorities; (4) State officials are working to develop a resource management strategy to meet priority goals; (5) since 1991, State has been developing a methodology to establish staffing level benchmarks for individual countries based on their importance to U.S. interests; and (6) State did not base its post closure decisions on agencywide policy priorities, but rather on geographic bureau objectives and priorities.

This approach divides the traditional testing process into two parts: requirements-based testing (validation testing) which determines whether the model implements the high-level requirements and model-based testing (conformance testing) which determines whether the code generated from a model is behaviorally equivalent to the model. The goals of the two processes differ significantly and this report explores suitable testing metrics and automation strategies for each. To support requirements-based testing, we define novel objective requirements coverage metrics similar to existing specification and code coverage metrics. For model-based testing, we briefly describe automation strategies and examine the fault-finding capability of different structural coverage metrics using tests automatically generated from the model.

Description : GAO reviewed the Panama Canal Commission''s (PCC) financial statements as of September 30, 1984 and 1983 to assess whether PCC internal accounting controls and auditing procedures were in compliance with applicable laws and regulations. GAO noted that: (1) PCC prepared its financial statements according to accounting principles prescribed in the Panama Canal Act, which differ in some respects from generally accepted accounting principles; and (2) the act requires PCC to compute the interest on the U.S. investment in the Panama Canal and provide a formula for determining and adjusting the amount of the investment. GAO found that: (1) PCC incorrectly reduced the U.S. interest-bearing investment by the amount of interest due each year; (2) incorrect interest reductions amounted to $52 million for the years 1979 through 1984; (3) although there were no material weaknesses in the PCC internal control system, the organizational location of its internal audit function did not meet generally accepted auditing standards for independence and impartiality; (4) navigational improvement project costs were expended in compliance with PCC-approved capitalization policies; and (5) except for the improper establishment of a reserve for future floating equipment repairs and the effects of computing interest on the U.S. investment in the canal, PCC complied with the laws and regulations for the transactions tested for the years ended September 30, 1984 and 1983.

Description : An experimental proof-of-concept test was conducted to demonstrate reduction of rotor-stator interaction noise through the use of rotor-trailing edge blowing. The velocity deficit from the viscous wake of the rotor blades was reduced by injecting air into the wake from a continuous trailing edge slot. Hollow blades with interior guide vanes create flow channels through which externally supplied air flows from the blade root to the trailing edge. A previous paper documented the substantial tonal reductions of this Trailing Edge Rotor Blowing (TERB) fan. This report documents the broadband characteristics of TERB. The Active Noise Control Fan (ANCF), located at the NASA Glenn Research Center, was used as the proof-of-concept test bed. Two-component hotwire data behind the rotor, unsteady surface pressures on the stator vane, and farfield directivity acoustic data were acquired at blowing rates of 1.1, 1.5, and 1.8 percent of the total fan mass flow. The results indicate a substantial reduction in the rotor wake turbulent velocity and in the stator vane unsteady surface pressures. Based on the physics of the noise generation, these indirect measurements indicate the prospect of broadband noise reduction. However, since the broadband noise generated by the ANCF is rotor-dominated, any change in the rotor-stator interaction broadband noise levels is barely distinguishable in the farfield measurements.

Description : The Congress and the Department of Defense have been increasingly concerned over the ever-rising costs of weapon systems. The dramatic increase in costs since World War II, coupled with constrained peacetime budgets, has resulted in the production of relatively small quantities of many weapon systems and has seriously affected overall military capabilities. GAO believes the major effects on the costs have resulted from: (1) attempts to deploy systems with new technology and high performance; (2) low rates of production due to budget constraints and desires to maintain active production bases as long as possible; (3) absence of price competition between contractors; (4) lack of real motivation on the part of contractors to reduce costs; (5) the impact of socioeconomic programs, Government controls, and red tape; and (6) a nationwide problem of reduced research and development expenditures and lessening productivity. Some steps that have been taken by the Department of Defense in attempts to eliminate costs include: (1) revising profit policies to provide incentives for contractors to increase capital investments; (2) providing protection against contract terminations; (3) conducting design-to-cost programs; (4) providing value engineering incentives; (5) conducting a manufacturing technology improvement program; (6) increasing attention to contractors'' work measurement systems; (7) performing should-cost analysis of contractors'' operations; and (8) supporting contractor independent research and development. While these programs are generally worthwhile, they will not have a major impact on overall costs because of the desire for high technology systems, the budget constraints, and the military and political considerations which may preclude any radical departure from current practices.

GAO found that: (1) 332 of the 850 back-orders it reviewed were invalid, even though the Air Force had periodically revalidated the back-orders; (2) the 332 invalid back-orders, valued at $5.9 million, involved orders for parts no longer needed to repair equipment, unauthorized materiel, wrong items, and duplicate items; (3) periodic validation practice weaknesses and retail supply computer deficiencies primarily caused the failure to detect or cancel the invalid back-orders; (4) the Air Force overstated its fiscal year 1989 aircraft item requirements by about $13.5 million, since it did not consider depot supply-level assets that could satisfy the requirements, included depot maintenance back-orders twice in annual procurement computations, and used erroneous back-order data; (5) although retail supply activities requested quarterly cancellations of invalid back-orders ranging in value from $665.7 million to about $1 billion from 1985 through 1987, Air Force Logistics Command (AFLC) air logistics centers cancelled only about 1 percent of those back-orders; (6) AFLC correction of problems in its automated program for compiling back-order validation information allowed the centers to cancel about 43 percent of invalid back-orders; and (7) the Air Force''s indefinite suspension of its program for automatically cancelling back-orders when customers did not respond to quarterly back-order validation requests prevented possible savings of about $71.3 million from cancelling about 2,634 invalid back-orders.

Description : Pursuant to a congressional request, GAO determined the U.S. Trade Representative''s (USTR) progress in implementing section 310 of the Trade Act of 1974 (super-301), which requires USTR to identify those trade barriers whose elimination would have the most significant potential to increase U.S. exports, focusing on: (1) USTR criteria for designating priority unfair trade practices in 1989 and 1990; and (2) the reasons why USTR did not provide the required trade damage estimates of such practices. GAO found that: (1) USTR chose trade liberalization priorities to support U.S. goals in the Uruguay Round of negotiations of the General Agreements on Tariffs and Trade, and established the successful conclusion of those negotiations as its primary objective in 1989 and 1990; (2) in 1989, USTR designated six priority trade-distorting practices in Japan, Brazil, and India as representative of its concerns about the global trading system; (3) in 1990, USTR continued super-301 identification of two priority practices in one country but named no other priority practices; (4) USTR officials claimed that methodological obstacles made development of the required trade damage estimates for the designated priority practices unfeasible, but USTR economists could have tailored a specific analytical approach to each of the six cases based on the availability of data, the industries affected by the priority practice, and the particular category of trade barrier involved; and (5) USTR estimates can be useful as components in negotiations to indicate to trading partners the severity of the priority practice, criteria for judging the success of the negotiated results, and the basis for a recommendation to the President of the amount of the retaliation or compensation to seek if the President decides that such action is appropriate.

Description : At the request of the Junkers Aircraft and Engine Construction Company, Engine Division, Dessau Main Plant, an investigation was made using the interferometer method on the two turbine-blade profiles submitted. The interferometer method enables making visible the differences in density and consequently the boundary layers that develop when a flow is directed on the profile. Recognition of the points on the profile at which separation of flow occurs is thus possible. By means of the interference photographs the extent of the dead-water region may be ascertained. The size of the dead-water region provides evidence as to the quality of the flow and allows a qualitative estimate of the amount of the flow losses. Interference photographs thus provide means of judging the utility of profiles under specific operating conditions and provide suggestions for possible changes of profile contours that might help to improve flow relations. Conclusions may be drawn concerning the influence of the blade-spacing ratio, the inlet-air angle, and the connection between the curvature of the profile contour and the point of separation of the flow from the profile surface.

Description : Results from a series of experiments to investigate techniques for extending the stable flow range of a centrifugal compressor are reported. The research was conducted in a high-speed centrifugal compressor at the NASA Glenn Research Center. The stabilizing effect of steadily flowing air-streams injected into the vaneless region of a vane-island diffuser through the shroud surface is described. Parametric variations of injection angle, injection flow rate, number of injectors, injector spacing, and injection versus bleed were investigated for a range of impeller speeds and tip clearances. Both the compressor discharge and an external source were used for the injection air supply. The stabilizing effect of flow obstructions created by tubes that were inserted into the diffuser vaneless space through the shroud was also investigated. Tube immersion into the vaneless space was varied in the flow obstruction experiments. Results from testing done at impeller design speed and tip clearance are presented. Surge margin improved by 1.7 points using injection air that was supplied from within the compressor. Externally supplied injection air was used to return the compressor to stable operation after being throttled into surge. The tubes, which were capped to prevent mass flux, provided 9.3 points of additional surge margin over the baseline surge margin of 11.7 points.

Description : The near-Earth magnetic field is due to sources in Earth''s core, ionosphere, magnetosphere, lithosphere, and from coupling currents between ionosphere and magnetosphere and between hemispheres. Traditionally, the main field (low degree internal field) and magnetospheric field have been modeled simultaneously, and fields from other sources modeled separately. Such a scheme, however, can introduce spurious features. A new model, designated CMP3 (Comprehensive Model: Phase 3), has been derived from quiet-time Magsat and POGO satellite measurements and observatory hourly and annual means measurements as part of an effort to coestimate fields from all of these sources. This model represents a significant advancement in the treatment of the aforementioned field sources over previous attempts, and includes an accounting for main field influences on the magnetosphere, main field and solar activity influences on the ionosphere, seasonal influences on the coupling currents, a priori characterization of ionospheric and magnetospheric influence on Earth-induced fields, and an explicit parameterization and estimation of the lithospheric field. The result of this effort is a model whose fits to the data are generally superior to previous models and whose parameter states for the various constituent sources are very reasonable.

Description : The focus here is on the early development (mid 1970's-1980's) at NASA Ames Research Center of implicit methods in Computational Fluid Dynamics (CFD). A class of implicit finite difference schemes of the Beam and Warming approximate factorization type will be addressed. The emphasis will be on the Euler equations. A review of material pertinent to the solution of the Euler equations within the framework of implicit methods will be presented. The eigensystem of the equations will be used extensively in developing a framework for various methods applied to the Euler equations. The development and analysis of various aspects of this class of schemes will be given along with the motivations behind many of the choices. Various acceleration and efficiency modifications such as matrix reduction, diagonalization and flux split schemes will be presented.
